Unlock the correct infrastructure
The current Research page lists Pipes at 1250 Gold. This unlock is for predictable Pump-to-Vent delivery after Steam or manual movement becomes the limiting factor.
Build one continuous network
Trace the Pipe from each Pump to each Liquid Vent without a gap. Multiple Pumps and Vents can share the network, but a single break prevents the intended route from operating.
Check hidden Pipes and crossed routes
